The Direct Answer
Start with the operation and the parcel. “East Pasco” is useful regional context, but it does not establish access, demand, rent, utility capacity, or permitted use at a particular location. Verify each of those separately.
Define the location requirement in operating terms
Write down where customers, staff, suppliers, and delivery vehicles originate. Identify the hours and routes that matter to the business. A retail location, a medical suite, a contractor yard, and a distribution facility require different site questions.
Use the same requirements when comparing locations. Record acceptable travel, necessary road access, parking, loading, power, utilities, and opening date. Without that brief, it is difficult to distinguish an attractive property from a suitable operating location.
Match the location to the correct jurisdiction
Identify the parcel and determine which government has planning and permitting authority. Request the applicable zoning, land-use, use approvals, and conditions. Ask whether a proposed change in activity or layout requires further review.
Do not apply a countywide designation or a neighboring approval to the parcel. If the building has an existing tenant or prior business use, collect the relevant records and ask whether they support your intended operation. Where permission is uncertain, leave it identified as an open issue.
Examine the route, not just the map distance
- Trace the route from the interstate or principal customer approach.
- Identify permitted turns, medians, driveway access and circulation.
- Test loading, truck movement and parking against the operating requirement.
- Check signage and visibility through the appropriate rules and approvals.
- Ask about road construction and temporary access when relevant.
A short distance on a map does not answer turning, capacity, or delivery questions. Have the relevant road authority and design professionals verify conditions that are material to the use.
Read the current infrastructure context
FDOT identifies the US 301 segment near Dade City/Ridge Manor as under construction and estimates completion in fall 2028. Its SR 50 project east of US 301 is marked completed. The two referenced SR 52 segments farther west are in design. See sources 1–4.
These are separate segments with separate records. Use the exact limits when comparing them with the property. Ask what changes apply to the intended approach, and keep agency schedules identified as estimates. Read the Development Watch article for the dated project table.
Verify utility and physical requirements
| Requirement | Evidence to request |
|---|---|
| Water and wastewater | Provider confirmation, available service and connection requirements |
| Power | Utility confirmation of available capacity for the operation |
| Stormwater and drainage | Approved plans and review by the appropriate professional |
| Access and circulation | Survey, title materials and relevant access approvals |
| Building fit | Plans, inspection findings and priced improvement scope |
“Utilities nearby” is not a complete service commitment. Request the conditions, timing, and costs for the proposed use. Do the same for a building that needs specialized electrical, HVAC, plumbing, fire-protection, or occupancy work.
Use industrial-site programs carefully
Pasco EDC’s Ready Sites directory includes Pioneer Park near Dade City and Zephyrhills Airport Industrial Park. These named references can help organize industrial-location research. They do not establish availability or suitability for your specific requirement. See source 5.
Request the current site materials and speak with the appropriate contacts. Compare the usable area, restrictions, development obligations, utilities, access, and delivery timeline with your requirement. Distinguish a program’s site description from a signed proposal and from your due-diligence findings.
Keep market claims tied to comparable evidence
If you are comparing rents or purchase prices, specify the property type, geography, date, condition, size, and transaction status. Asking rent and executed rent are different evidence. An assessed value and a recorded sale also answer different questions.
No countywide rent, vacancy, or growth percentage is supplied here because this article has not established a current, property-specific market dataset. Ask the broker for the actual comparable evidence that supports the proposed location and price. Do not underwrite a parcel from a regional slogan.
Make a location decision sheet
- Operating requirement and acceptable geography.
- Parcel identity and responsible jurisdiction.
- Documented use and approval requirements.
- Actual approach, driveway and circulation conditions.
- Utility and building requirements with open questions.
- Written price or lease proposal and total occupancy budget.
- Improvement cost, delivery schedule and contingencies.
Review the same decision sheet for each candidate. Where the evidence differs, identify the difference explicitly. Choose after the material location questions have been resolved or consciously addressed in the agreement.
